VALHALLA, N.Y., Dec. 12, 2024 ~ After an extensive nationwide search, the Westchester County Health Care Corporation (WCHCC) Board of Directors has announced that Dr. David Lubarsky, MD, MBA, FASA, will be the next President and Chief Executive Officer of the Westchester Medical Center Health Network (WMCHealth). With a strong background in healthcare leadership and innovation, Dr. Lubarsky will be joining WMCHealth from UC Davis Health, where he currently serves as the Vice Chancellor of Human Health Sciences and CEO. He is set to begin his new role on February 17th.
Zubeen Shroff, Chairman of the WCHCC Board of Directors, expressed confidence in Dr. Lubarsky's abilities as a leader. "Dr. Lubarsky is a visionary with a proven track record of successfully managing complex healthcare organizations," said Shroff. "His focus on quality care, financial and operational excellence, and expanding community access to care make him the ideal candidate to lead WMCHealth into the future."

In his new role at WMCHealth, Dr. Lubarsky is eager to continue the organization's mission of providing exceptional care to all patients. "I am inspired by WMCHealth's commitment to putting patients first," said Dr. Lubarsky. "The network's dedication to innovation and its comprehensive range of services make this an incredible opportunity for me. I am excited to work alongside the clinical and executive leadership team to shape the future of healthcare in this region."
Dr. Lubarsky brings with him a wealth of experience from his time at UC Davis Health since 2018. As Vice Chancellor, he oversees all academic, research, and clinical programs within the integrated health system. Under his leadership, UC Davis Medical Center has consistently been ranked among the top hospitals in the nation by U.S News & World Report, Newsweek, and Becker's Healthcare Review.
In addition to his impressive track record in healthcare leadership, Dr. Lubarsky has also achieved exceptional financial results for the system. He has managed an annual budget of nearly $5 billion and increased UC Davis Medical Center's revenues by over 75%.

During his time at UC Davis Health, Dr. Lubarsky also prioritized expanding care for underserved communities, including Medi-Cal patients, individuals experiencing homelessness, and those with limited resources. He has also implemented a sustainable financial model for the organization.
Dr. Lubarsky is a Professor of Anesthesiology and Nursing, as well as a faculty member in the Graduate School of Management at UC Davis. He received his Bachelor of Arts in history and medical degree from Washington University in St. Louis and was the first graduate of their Scholars Program in Medicine. He went on to earn his MBA from Duke University's Fuqua School of Business, where he graduated as a Fuqua Scholar and valedictorian of his class.
Dr. Lubarsky will be succeeding Michael D. Israel, who announced earlier this year that he will be retiring after nearly two decades as WMCHealth's President and CEO.
The WCHCC Board of Directors is confident that Dr. Lubarsky's leadership will continue to drive WMCHealth forward in providing exceptional care to its patients and serving its diverse communities for years to come.
