~ The City of St. Louis' Community Development Administration (CDA) has announced the release of the 2025 Community Development Block Grant (CDBG) Request for Proposals (RFP) on Friday, August 2. This year, there is a total of $5,119,304 available in funds for community development initiatives. The deadline for proposals to be submitted to CDA is September 6th, 2024.
The CDBG program was established by Congress in 1974 through the Housing and Community Development Act and is administered by the United States Department of Housing and Urban Development (HUD). Its main goal is to develop urban communities by providing funding for affordable housing, improving neighborhood quality of life, and expanding economic opportunities for low- and moderate-income individuals. The program operates on an annual funding cycle and each year, municipalities and local governments are allocated funds to support various community development projects. In the City of St. Louis, these funds are administered by the CDA. In the previous 2024 program year, there was a total of $4,996,484 available in funds.
Currently, the CDA is in the process of developing its 2025-2029 Consolidated Plan which involves data-driven decision making and enhanced citizen participation. From this process, the following priorities have been identified for the 2025 program year: youth services, relocation assistance, drug abuse counseling and treatment programs, health services and public improvements. Other priorities include economic development initiatives, affordable housing projects such as rental assistance and home ownership programs as well as planning activities.

The CDA has also designated certain areas within the city as Neighborhood Revitalization Strategy Areas (NRSAs) which will receive prioritized investment. These areas include Baden, North Pointe and Walnut Park West neighborhoods in the North NRSA; Wells-Goodfellow, Hamilton Heights, Kingsway East and Kingsway West neighborhoods in the Northwest NRSA; Greater Ville, Ville, Jeff Vanderlou, Vandeventer, Lewis Place and Fountain Park neighborhoods in the North Central NRSA; and Near Northside Choice Neighborhood Footprint and Old North St. Louis and St. Louis Place neighborhoods in the Choice NRSA. Projects that benefit residents within these designated areas will receive enhanced flexibility and bonus points.
In addition to these priorities, the CDA is also revamping its Commercial Facade Improvement Program which provides 5-year forgivable loans to small businesses and commercial property owners for improving the exterior appearance of their buildings and storefronts. The application and instructions for this program can be found in the 2025 CDBG RFP document.
The CDA is encouraging both existing grantees and new applicants, including non-profits, neighborhood groups, and Community-Based Development Organizations (CBDOs), to apply for funding. Important dates to keep in mind for this funding cycle include: July 22nd when funding priorities were published; August 2nd when the CDBG Non-Housing Production RFP was issued; August 2nd when a public hearing was held to provide an overview of the timeline, process, eligible applicants and uses of funds; August 15th when a virtual capacity building training session was held on best practices for financial management, reporting and recordkeeping; September 6th which is the deadline for proposals to be submitted to CDA; October 11th when funding recommendations will be posted on the CDA website; October 11th when the Annual Action Plan will be posted for public comment; October 11th when a Board Bill will be introduced; October 11th when the Board Bill will be submitted to the Mayor's Office for E&A approval; the week of October 15th when the HUDZ Committee Meeting No. 1 will take place; the week of October 18th when there will be a second reading at the Board of Aldermen; the week of October 25th when there will be a perfected reading at the Board of Aldermen; and the week of November 1st when there will be a final reading at the Board of Aldermen. A second public hearing on funding awards will take place on November 7th and the final 2024 Annual Action Plan will be submitted to HUD on November 15th.
