~ Springfield, MO - After serving as the interim director of the City's Building Development Services department since July, Martin Gugel, PE, has been officially named as the director effective October 20th. Gugel brings a wealth of experience and expertise to this role, having previously served as the assistant director of Public Works for nine years.
During his time as assistant director, Gugel led the departments of Public Works and Environmental Services in achieving reaccreditation by the American Public Works Association (APWA) in both 2017 and 2021. This prestigious accreditation is only achieved by less than 1% of public works departments in the United States.
Expressing his excitement for his new role, Gugel stated, "I'm genuinely excited to take on the role of director of Building Development Services. I look forward to using my experience and insights to support the department's ongoing efforts to improve the City's permitting process, enhance code enforcement and provide exceptional customer service to our residents."
Gugel is a professional engineer with over 22 years of experience working in state and local government as well as five years in the private sector. He joined the City of Springfield in 2007 as a traffic engineer and was later promoted to assistant director of Public Works in 2015. In this position, he oversaw four divisions, 25 employees, and an annual budget of $28 million.

Prior to joining the City, Gugel earned his bachelor's degree in civil engineering from Missouri University of Science & Technology. He then worked at Missouri Department of Transportation (MoDOT) for several years before joining Anderson Engineering as an associate engineer. In this role, he provided planning and engineering services for various land development projects.
Gugel is also an active member of APWA and has previously served on its executive board for the Missouri chapter. He is also a member and fellow (FITE) of the Institute of Transportation Engineers (ITE) and has held leadership positions in various chapters and sections.
City Manager Jason Gage expressed his confidence in Gugel's abilities, stating, "Martin has proven management and administrative skills. He has done an excellent job as interim BDS director for us. We look forward to his long-term leadership in this permanent role."
