The City Auditor's Office released a follow-up audit of the GOkc Sidewalk Program. The audit focused on the Public Works Department's implementation of warranty inspections and previous audit recommendations related to contract enforcement of sidewalk construction.

Public Works was not holding contractors accountable to fix GOkc sidewalks during the projects' warranty periods. Contractors are responsible for fixing defects in sidewalks they constructed for two years after installation. Public Works had not conducted any warranty inspections by the start of our audit. Three projects' warranties expired prior to the start of our audit. At least one of these projects had defects the contractor should have fixed.

After this audit began, the department conducted two out of the six possible warranty inspections to date. Public Works' warranty inspection found no defects in one project and few in another. Auditors' evaluations of those projects found significantly more defects the contractor should fix. The warranty process needs improvements. Public Works does not have a centralized tracking system for warranty dates. As a result, when Public Works began conducting warranty inspections during the audit, some inspection results were sent to the contractor too late or too early.

Public Works did not implement our past audit recommendations. Inspectors continued to not enforce contract requirements related to the depth and placement of contraction and expansion joints. Sidewalk Program management did not implement a contract checklist meant to help inspectors ensure contractors met city sidewalk construction requirements. Public Works previously reported these recommendations as implemented. Not implementing these recommendations may jeopardize the quality of GOkc sidewalks.

We made recommendations to improve construction and warranty inspections for the GOkc Sidewalk Program. Implementing these recommendations should help the city improve the expected useful life and receive the full value of funds expended for constructed city sidewalks.
